Tracking Climate Adaptation Financing in Uganda




Introduction
Environmental Management for Livelihood Improvement Bwaise Facility (EMLI) and Care International in Uganda in partnership with Ministry of Finance Planning and Economic Development and Ministry of Water and Environment/Climate Change Department are undertaking an activity under the Partners for Resilience (PfR) to assess the flow of climate adaptation finance in Uganda.

The assessment based on Organization for Economic Co-operation and Development (OECD) Development Assistance Committee (DAC) creditor reporting system - Rio markers, is led by a global team, INKA Consults in 6 countries: Ethiopia, Ghana, Nepal, Philippines, Uganda and Vietnam with support from CARE Denmark and CARE Netherlands.

Purpose
    Check if OECD donors' reporting of climate finance for adaptation activities in selected developing countries reflects reality on the ground. i.e. no over reporting takes place.
    Investigate if the supported adaptation activities are targeting the poorest and most climate vulnerable parts of the population and if the activities are gender sensitive

Objective: To assess the flow of climate adaptation financing in Uganda over a period of 4 years (2013-2016) by examining and tracking the ‘international’ financial flows, documenting key lessons learnt for future adoption and reporting.

Specifically:
*To examine and track the international financial flows into Uganda and the extent to which adaptation objective, gender issues and integrated risk management were addressed
*To track progress and contributions, identify challenges and suggest recommendations
*To document key lessons learnt for future adoption and reporting
*To provide evidence, impact and accountability of contributions by actors utilizing donor funds
*To develop an overview of climate finance landscape in Uganda
*To generate advocacy issues to inform COP25

The total grant support for this project is UGX 125 million for the period of 6 months.
